Go to blogger dashboard>design tab>edit html tab>now find choose a file tab>upload it and save it.
If you are using blogger new interface then read instruction given below.
Got to http://www.blogger.com/home>Click more option tab>now click templates tab>click edit html tab> proceed tab>now copy xml file given in template download folder>now upload new template and click save button.
